The Consortium for State and Regional Interoperability (CSRI) Announces Completion of First Self-Assessments Using the Health Data Utility Capability Model
The Consortium for State and Regional Interoperability (CSRI), a collection of the nation’s largest and most robust nonprofit health data networks, and of which Manifest MedEx is a founding member, has announced completion of the first member self-assessments using the Health Data Utility (HDU) Capability Model. One year after CSRI launched the model at Civitas Networks for Health ®’s 2025 Annual Conference, all six CSRI members scored themselves against the model’s 175 capabilities across five stakeholder domains – public health, payers, providers, researchers, and patients.
The process surfaced several scoring and definition gaps in the model. Those findings, together with input from a new peer cohort that CSRI is launching alongside this announcement, will help shape the next version of the model. Members also found value in the exercise itself, from prompting closer internal review of their own capabilities, to identifying a clear next priority, to separating true technology gaps from market or policy constraints.
“Having the members take the self-assessment is a crucial step in getting valuable data and feedback as to how the HDU Capability Model is actually working,” said J. Marc Overhage, M.D., Ph.D., Chief Executive Officer, CSRI. “Feedback has always been at the core of this process – the friction is where the learning is. Analyzing this new data from our members will help us refine the model, advance our strategy, and ultimately help us continue demonstrating HDU value to stakeholders.”
CSRI is also launching the Capability Model Learning Community, a national founding cohort of more than 40 HIEs completing the self-assessment with support from CSRI and Civitas Networks for Health. Participants get expert scoring and review, access to aggregate benchmarking data, and peer collaboration through mid-November, with recognition as an inaugural participant.

MX Product Roadmap Quarterly Update
Enhanced Data Available in Longitudinal Patient Summaries
Following its original announcement in December 2025, Manifest MedEx is pleased to offer Enhanced Data as a premium addition to our Longitudinal Patient Summaries (LPS), giving health plans, IPAs, and health systems more accurate, complete, and actionable clinical data for quality reporting, care coordination, and clinical decision-making.
In a recent sample of over one million CCDAs evaluated across the MX network, 83.2% were enhanced with at least one normalized code — improving data consistency for the organizations that rely on it. Enhanced data is delivered in the same format as standard LPS data, and subscribers receive both the enhanced and original data so provenance is preserved.
MX and DAP Health Launch Direct Secure Messaging Pilot with OCHIN
In August, Manifest MedEx went live with a Direct Secure Messaging (DSM) notification pilot, delivering notifications to DAP Health, a Federally Qualified Health Center serving the Coachella Valley, via the Oregon Clinical Health Information Network (OCHIN), the nonprofit health IT network that provides DAP Health’s Epic EHR platform.
The pilot uses DSM as the delivery channel for care event notifications, allowing them to appear directly within the workflow of DAP Health’s care coordination team — without requiring a separate real-time interface connection. This pilot reflects MX’s continued investment in expanding the ways participants can receive care event notifications, giving organizations another flexible option for getting timely, workflow-integrated alerts without additional technical overhead.
Building on the success of this pilot, MX plans to make the delivery of notifications via DSM generally available to all MX network participants in Q4 2026.
Coming Later This Year: AI-Assisted Audit Log Summaries
Manifest MedEx is in the process of developing a monthly report to accompany your current MX portal audit logs to surface usage trends and activity patterns worth reviewing. It’s designed to make routine oversight easier while keeping every interpretation and decision in your hands. Stay tuned for more info!
