Vision for 2026:
Driving Technological Innovation through Collaboration Across the Health and Social Data Sharing Ecosystem

As we continue to advance secure and permitted exchange of health, behavioral health, and health-related social services information across California, we are focused on empowering our participants through meaningful product innovation and enhancement. Our data services are designed to deliver the right information at the right time—through formats and workflows that align with how participants operate—enabling stronger care coordination and better outcomes for the people and communities they serve.

Below is a look ahead at what we’re building and enhancing at Manifest MedEx in 2026 to further support our participants, advance whole-person care, and accelerate a more connected and resilient health and social data sharing ecosystem across California.

Driving Innovation and Coordinated Care Through Meaningful Partnerships
Manifest MedEx is committed to advancing high-quality, real-time data exchange across California by collaborating with health leaders at every level. We are excited to host a regional forum in Northern California, which will deepen connections within local communities and connect national- and state-level leaders to ensure participant needs shape policy, planning, and implementation. Our regional Executive Directors look forward to leading this work with intention, as they build new relationships and strengthen existing partnerships within their designated regions. In addition, we aim to convene a MX Social Data Advisory Committee of innovators and thought leaders to shape strategy, share insights, and advance the use of social data to support coordinated care and whole-person outcomes statewide, informed by direct engagement with front-line users to help define meaningful, real-world use cases.

Transforming How Various Data Work Together to Support Better Outcomes
At Manifest MedEx, advancing whole person data sharing is at the heart of our goal to help participants create meaningful impact in the communities they serve. We are proud to partner with NinePatch, the California Mental Health Services Authority, and Findhelp to expand the possibilities of health, behavioral health, and social services information exchange to provide a complete picture of a person’s health. As part of our commitment to advance CalAIM, we are excited to launch our Social Health Information Exchange (SHIE) services later this year, bringing together views of health-related social services information alongside clinical, behavioral health, and administrative data to enable more coordinated, personalized care and strengthen the connections between our participants and the communities they serve.

Leveraging AI to Improve Care and Connect Communities
Manifest MedEx continues to set the standard as California’s statewide health data utility, driving innovation that transforms how care is coordinated across the state. In the year ahead, we will begin to implement our MX AI Roadmap to streamline operations for our participants and within our organization, accelerate decision-making, and uncover actionable insights. Through the development of AI governance and testing a few select use cases in line with our principles of responsible and practical AI use, MX aims to create more efficient processes and a more intelligent HIE platform. This approach ensures innovation is scalable, compliant, and directly aligned with improving care coordination statewide.

Creating Meaningful Value Through Data-Driven Action
At our core, MX is dedicated to delivering meaningful value and ensuring our participants’ needs are at the center of everything we do. As we move into the new year, we celebrate how real-time, comprehensive health and social services data has not only strengthened the communities they serve but also created space for understanding, empathy, and collaboration across the health ecosystem. We are working on a new report that will highlight where the data MX participants share is delivered or accessed and how this data is making a tangible difference in advancing healthier outcomes in their communities. Alongside our 2025 MX Annual Report, we hope to showcase the remarkable impact of our participants’ work, inspire shared learning, and continue supporting our participants as they drive care that truly puts people first.

We look forward to another impactful year in 2026 as we work to build the health, behavioral health, and social data infrastructure needed to support our participants, our communities, and California more broadly.

The Consortium for State and Regional Interoperability (CSRI) Appoints New CEO

Earlier this month, the Consortium for State and Regional Interoperability (CSRI), a collection of the nation’s largest and most robust nonprofit health data networks, including Manifest MedEx, announced the appointment of J. Marc Overhage, M.D., Ph.D., as Chief Executive Officer, effective January 2026. Overhage succeeds John Kansky, President and Chief Executive Officer of Indiana Health Information Exchange (IHIE), who has served for the past four years and will continue to serve on the CSRI Board of Directors. The appointment was first disclosed during the webinar “Introducing the CSRI Health Data Utility Capability Model” hosted by CSRI and Civitas Networks for Health® on October 28, 2025, and this release provides additional details for the broader community and media.

“It has been a privilege to serve as the Chief Executive Officer of CSRI, and I am so pleased to pass the baton to a forward-thinking, innovative change agent like Marc to continue to drive CSRI’s vision for every state to have a statewide health data utility that enables better health for its entire population,” said Kansky.

With more than 35 years of experience, Overhage is a leading expert in developing, implementing, and evaluating clinical and health informatics systems, emphasizing clinical decision support and health information exchange. He is widely recognized for shaping how clinical data is shared and used to improve care delivery and research. Overhage most recently served as the SVP for Health Informatics and Data Architectures and Chief Health Informatics Lead at Elevance Health. He has also held executive positions at Cerner Corporation, Siemens Healthineers, Regenstrief Institute, Inc., and IHIE.

“I’m grateful for the opportunity to step into this role,” said Overhage. “We will continue to bring awareness to how HDUs are evolving to meet a state’s comprehensive health data delivery and analytics and support the health information exchange community and policymakers to make HDUs possible.”

Manifest MedEx Now Offering Single-Sign On (SSO)

On January 20, Manifest MedEx (MX) began offering Single Sign-On (SSO) to the MX Portal as a premium service for our participants. Our SSO solution allows authorized MX users to access the MX Portal through their organization’s existing login system, such as Okta or another identity management platform. Users sign in to the MX Portal using the same login they already use at their organization, without managing separate accounts or passwords.

NCQA Validated Data from Manifest MedEx

Manifest MedEx has earned the Validated Data Stream designation in the National Committee for Quality Assurance (NCQA) Data Aggregator Validation program since 2019.

Health plans and providers can leverage Manifest MedEx to enhance their HEDIS® reporting process by utilizing both validated data and HEDIS® data extracts from MX. Additionally, through our Enhanced NCQA Data Aggregator Validation Service, Manifest MedEx helps health plans and IPAs improve the quality of member data by identifying non-standard codes and mapping them to standard codes across key data domains used in HEDIS measure calculations, specifically immunizations, labs, problems, procedures, and vitals.

Upon completing the recertification process for the upcoming two-year Data Aggregator Validation designation measure year (MY) 2025 and MY 2026, we are happy to share that we have validated 728 sites. To access the complete list of validated sites, please contact support@manifestmedex.org.

MX Monthly Product Trainings

Manifest MedEx hosts monthly product trainings to help users walk through key features designed to boost efficiency and enhance productivity in MX Access, MX Notify, and our MX Admin Settings.

MX Welcomes New Participants

Manifest MedEx welcomes Raya Health and, as a result of our new affiliation with Serving Communities Health Information Organization (SCHIO), Mee Memorial Healthcare System, Santa Cruz Health Services Agency, Teen Kitchen Project (TKP), and Vi Living to our ever-growing network!

Raya Health is an AI-powered maternal health solution that revolutionizes care by connecting patients with an integrated network of providers. Founded in 2024, Raya Health ensures its patients receive accessible, equitable, relationship-based, whole-person care. Manifest MedEx is pleased to partner with Raya Health to provide access to health data that will enhance care for expectant mothers.

Founded in 1941, Mee Memorial Healthcare System (MEE) is a rural healthcare provider committed to providing culturally sensitive, patient-centered healthcare delivered with the highest quality of service, while working with patients to promote health and well-being and help its rural community thrive. With a facility that provides acute care, outpatient, and emergency services via 25 acute care and 48 skilled nursing beds, MEE believes that everyone—no matter where they live—deserves access to exceptional, compassionate care. Manifest MedEx will connect to MEE's electronic health record to provide real-time data exchange for healthcare providers and MEE-affiliated entities, helping them make more timely and effective clinical decisions.

The Santa Cruz County Health Services Agency (HSCA) was founded in 1995 and exists to enhance, protect, and improve the health of the people in Santa Cruz County. To accomplish this, HSCA provides a wide range of health-related services in public health, environmental health, and behavioral health, to name a few, and serves as a community safety net to protect, improve, and meet the basic health care needs of low-income and uninsured residents who have no other sources of care.

With a focus on building healthier, more connected communities by engaging teens and providing nourishing food to individuals living with serious illnesses, Teen Kitchen Project (TKP) was founded in 2012 to serve critically and chronically ill residents of Santa Cruz County with home-delivered, medically tailored meals and support from a Registered Dietitian. TKP will partner with Manifest MedEx to support their work and save time through secure, seamless exchange of health and health-related social services data.

For more than three decades, Vi Living (Vi) has helped seniors enjoy every day of their retirement years. Founded in 1987, Vi is dedicated to providing quality environments, services, and programs to enrich the lives of older adults, serving more than 4,000 seniors to date. Throughout Vi’s history, it has maintained its commitment to not only help seniors live independent lives on their terms but also provide a nurturing environment for its employees to build fulfilling careers of service and care. MX is delighted to provide real-time ADT notifications for their patients, along with longitudinal health records to support informed, high-quality care decisions.

ICYMI: New Updates to MX Participant Policies

Over the last several years, MX participants have expressed a need for the ability to exchange a wider variety of data to better enable additional health and social supports within California. In an effort to provide these enhanced capabilities for our Participants, MX is updating its Participant Policies to permit the optional exchange of certain sensitive data, including substance use disorder (SUD) data, provide a pathway for the exchange of additional social data, and establish an approved use case for coroners and medical examiners.

We believe that these changes allow MX to provide more and better information to all our Participants, resulting in better care, lower costs, and more efficient and robust exchange.

At a high level these policy changes address:

  1. Optional Sensitive Health Information Exchange. New Policy PP-26 “SUD Data and Certain Behavioral Health Data” has been added to permit Participants to opt-in to the exchange of certain sensitive data, including data protected by 42 CFR Part 2 and related state laws.
  2. Additional Requirements for Reproductive Health Data. Policy PP-8 “Information Subject to Special Protection” has been updated to include additional requirements related to accessing Patient Data related to gender affirming care, abortion and abortion-related services, and contraception to clearly align with the requirements of AB352.
  3. Community Based Organizations (CBOs). Policy PP-25 “Disclosures Pursuant to Patient Consent/Authorizations” has been updated to provide a more detailed description of access permissions and restrictions for CBOs seeking to submit or retrieve Patient Data pursuant to an individual consent/authorization.
  4. Coroner & Medical Examiner Use Case. Policy PP-4 “Permitted Uses of Data and the System” has been updated to permit coroners and medical examiners to access Patient Data as permitted and limited by HIPAA.
  5. Clarification and Clean Up. Minor edits have been included throughout to address areas where prior language either: (1) frequently resulted in questions from our Participants or (2) was no longer relevant.

These policy changes align MX policy with evolving state and federal data sharing requirements, increase transparency and clarity on use cases supported by MX, and expand the types of Patient Data that may be exchanged through MX. Further, they do not impose any new required action on the part of our Participants to comply unless and until a Participant chooses to opt in to the optional sensitive health information exchange.

ICMYI: "The Next Frontier of Public Health Interoperability: TEFCA, HDUs, and What Comes Next" hosted by the Association of State and Territorial Health Officials

On January 22 at 11:00 am PT, CSRI’s J. Marc Overhage, M.D., Ph.D., co-presented with Civitas Networks for Health’s Madelynn Valu, MPH, RD, in a webinar titled “The Next Frontier of Public Health Interoperability: TEFCA, HDUs, and What Comes Next,” hosted by the Association of State and Territorial Health Officials.   

Watch the recording to learn how intermediaries, including HIEs and HDUs, support real-world data exchange for public health action. Hear directly from public health agencies, who highlighted their experiences, lessons learned, and considerations for engaging in interoperability initiatives.

ICYMI: Manifest MedEx Partners with NinePatch® to Launch Statewide Social Health Information Exchange for Whole Person Care in California

Manifest MedEx and NinePatch, a leading SaaS platform for Whole Person Health and Referral Information Exchange, have partnered to launch a statewide social health information exchange (SHIE) platform that will include social drivers of health (SDOH) information and tools, such as care assessments, program enrollment, closed-loop referrals, and consent management, with the more than 50 million longitudinal health records on MX’s health data network.

ICYMI: Manifest MedEx and California Mental Health Services Authority Partner to Provide Hospitalization Notices to California County Behavioral Health Organizations

Manifest MedEx is now partnering with the California Mental Health Services Authority (CalMHSA) to enable secure, appropriate sharing of data between behavioral health providers and the broader care team across California. Through this collaboration, MX will provide CalMHSA with ADT notifications for inpatient and emergency department encounters involving individuals overseen or treated by county behavioral health organizations. CalMHSA will also share notifications back with the MX network.

ICYMI: Findhelp and Manifest MedEx Announce Data-Sharing Partnership to Advance Integration of Social and Health Care Data Across California

Manifest MedEx developed a new data-sharing partnership with Findhelp, designed to enhance the integration of social and clinical data to advance whole-person care in support of California’s Data Exchange Framework (DxF).

Through this partnership, organizations using Findhelp’s social care platform will have the opportunity to opt in to securely share social drivers of health (SDoH) data with Manifest MedEx, enabling users of MX’s longitudinal health records to have a more complete view of individuals in their care in one place.
