Health Data Exchange Drives Efficiency and Cuts Costs

With California’s Data Exchange Framework constantly evolving, the California Health Care Foundation (CHCF) initiated research to explore how health data exchange can reduce health care costs and improve affordability. With new legislation under consideration to strengthen governance for the Data Exchange Framework, CHCF sought timely insights to guide strategy and investment. The goal is to identify real-world use cases, research findings, and early return on investment (ROI) signals that show where health information exchange (HIE) is already delivering value — and where untapped potential remains. The effort included six expert interviews, including MX CEO Erica Galvez, and analysis of more than 30 peer-reviewed studies, use cases, and evaluations.
Read high-impact use cases from Manifest MedEx and other health care organizations that demonstrate how health data exchange delivers value, enhances care coordination, and reduces administrative waste in a report published by the California Health Care Foundation.
Did You Know You Can Participate in TEFCATM with Manifest MedEx?

Manifest MedEx is among the first health information exchanges in the country to participate in TEFCATM, a set of policies, standards, and technical requirements developed by the U.S. Department of Health and Human Services’ Assistant Secretary for Technology Policy/Office of the National Coordinator for Health IT (ASTP/ONC) and designed to facilitate secure and interoperable health information exchange across different organizations and systems in the U.S.
This national connectivity is enabled through our partnership with eHealth Exchange, a designated TEFCA Qualified Health Information Network (QHIN) and the oldest and largest nonprofit health information network in the country.
Participants of Manifest MedEx can deliver their data – securely and appropriately when queried – to other TEFCA participants through our network. By sharing their data, healthcare providers, hospitals, health plans, and public health agencies across the country can access more comprehensive patient records to enhance care coordination, minimize errors and duplicative services, improve clinician decision-making, and support public health initiatives.
CalHHS' Data Exchange Framework Transition to California Department of Health Care Access and Information (HCAI)

We thank CDII for their efforts and achievement with the Data Exchange Framework and look forward to working with HCAI to continue to advance health data exchange in California.
ICYMI: New MX Portal Log-In Process Will Require Daily Attestation
Beginning July 28, MX will be reinforcing AB352 requirements across its products and services, including the MX Access and MX Notify portals. For portal users, this will mean clicking an attestation during initial log in each day that (1) they understand some of the records they access may contain information subject to special protections under California law, (2) they are acting on behalf of a California entity, and (3) they are authorized to access such information.

MX Welcomes New Participants
Manifest MedEx is pleased to welcome ClinNEXUS, a digital health platform focused on transforming primary care through integrated virtual care, and Turning Point Community Programs (TPCP), an organization committed to empowering people of all ages and identities to live their best life through the delivery of quality behavioral health and social services, to our ever-growing network!
Founded in 2017, ClinNEXUS is a purpose-driven healthcare services organization transforming how care is delivered to individuals with the most complex needs — those who often fall through the cracks of the traditional system. Partnering with MX will provide ClinNEXUS with longitudinal health records and real-time ADT notifications, helping to reduce care fragmentation for those eligible for Enhanced Care Management.
Established in 1976 in Sacramento, Turning Point Community Programs began with the unique vision to offer caring, hope, respect, and support on the path to recovery and mental health. Transforming the lives of more than 17,000+ individuals every year, they strive to set the standard for individualized care that provides hope for recovery. MX will help TPCP maintain compliance with its Memorandum of Understanding (MOU) data sharing requirements with the Health Plan of San Joaquin.
