Assembly Bill 352: Updates on Access to Specific Health Information
The state of California passed Assembly Bill 352 (AB 352) to protect Californians' health information related to gender affirming care, abortion and abortion-related services, and contraception by prohibiting the sharing of the above information outside of the state or with providers or other health care organizations that do not have a relationship with the individual, unless the individual has provided consent for this information to be shared.
In the coming weeks, MX will be reinforcing AB352 requirements across its products and services, including the MX Access and MX Notify portals. For portal users, this will mean clicking an attestation during initial log in each day that (1) they understand some of the records they access may contain information subject to special protections under California law, (2) they are acting on behalf of a California entity, and (3) they are authorized to access such information.

Manifest MedEx Adds Health-Related Social Services (HRSS) Information to Our Claims and Clinical Data Exchange Network
Manifest MedEx is pleased to connect health-related social services (HRSS) organizations with providers and health plans exchanging health and HRSS information through our nonprofit health data network to help those experiencing health-related social needs and support California Advancing and Innovating Medi-Cal (CalAIM).
Community-based organizations can join MX to receive crucial real-time admit, discharge, and transfer (ADT) notifications, alerting when a person is in the hospital, so that social care, such as providing access to housing, transportation, and medically tailored meals, can be appropriately arranged before or shortly after discharge.
“Combining HRSS information with claims information and clinical data, including permitted behavioral health data, into a single longitudinal record provides a more complete picture of a person’s health, the factors affecting their health, and the services they are receiving,” said Erica Galvez, CEO, Manifest MedEx. “We’re pleased to welcome these vital organizations to our network and to California’s broader health and social data sharing ecosystem.”

Protecting Health Data Under AB 352
As required by Assembly Bill 352, MX will require user acknowledgement during portal login to protect the exchange of health information related to gender affirming care, abortion and abortion-related services, and contraception by prohibiting the sharing of information related to the above outside of the state or with providers or other health care organizations that do not have a relationship with, or authorization from, the individual.
Improving Health Outcomes Across Communities & Populations
MX plans to release new reports that provide insight into community and population-level health to assist county health departments, health plans, and other community stakeholders in monitoring and tracking the health of their communities across key health indicators, chronic conditions, and utilization.
HITRUST Certification Renewal
As one of the few qualified health information organizations (QHIOs) to earn HITRUST Certification for the sixth consecutive year in 2024, Manifest MedEx looks forward to completing HITRUST Certification renewal in 2025 as a demonstration of our adherence to the highest level of security across MX policies, procedures, and products.

The Consortium for State and Regional Interoperability (CSRI), a collection of the nation’s largest and most robust nonprofit health data networks, announced today the addition of its latest member, New York eHealth Collaborative (NYeC). A nonprofit organization working to improve healthcare and patient outcomes by collaboratively leading, connecting, and integrating health information exchange (HIE) across the state of New York, NYeC is joining founding CSRI members Contexture, CRISP, CyncHealth, Indiana Health Information Exchange, and Manifest MedEx.
“Adding NYeC as a member of CSRI clearly strengthens our organization,” said John Kansky, Board President, CSRI and CEO, Indiana Health Information Exchange. “The thought-leadership and industry influence of NYeC will help us advance our vision of a health data utility in every state. Growing our membership with partners like NYeC will enable CSRI to further the work of health data utilities across the country.”
