The Consortium of Regional and State Interoperability (CSRI)
Launches New Health Data Utility (HDU) Capability Model

On October 28, the Consortium for State and Regional Interoperability (CSRI), a collection of the nation’s largest and most robust nonprofit health data networks, of which Manifest MedEx is a founding member, launched its new Health Data Utility (HDU) Capability Model. This model establishes a new approach for characterizing and assessing the maturity level of HDUs across the country to support the advancement of interoperability and health data exchange to promote improvements in health and healthcare.
Additionally, CSRI and Civitas Networks for Health® will host a listening on December 3 at 9:00 am PT. Register to ask questions and provide feedback on the Model: You may also participate in public comments from now until December 12, 2025, by sending an email to hdu@civitasforhealth.org.
If you are unable to attend the listening session, you may also view the recording of a webinar hosted by Civitas Networks for Health®, featuring CSRI's Board Chair and CEO of Indiana Health Information Exchange, John Kansky, and incoming CEO, J. Marc Overhage, M.D., Ph.D., who provided deeper insight into the how this new model defines capabilities, benchmarks, and levels of advancement to support policy makers and health information exchanges in developing HDUs.
Improve Your Data Quality with Manifest MedEx

To help health plans improve data quality, Manifest MedEx offers enhanced data services that improve member data by mapping local codes to standard codes across ten data domains, several of which are relevant to HEDIS reporting. Standardizing thousands of data elements across these data domains to the correct codes ensures consistency across multiple sources, helps identify and correct errors, and ensures the data is valid for reporting. Improperly coded data often errors out of HEDIS engines, leading to underreporting.

Manifest MedEx hosts monthly product trainings to help users walk through key features designed to boost efficiency and enhance productivity in MX Access, MX Notify, and our MX Admin Settings.

News and Events
Last month, Manifest MedEx announced that Serving Communities Health Information Organization (SCHIO), one of the oldest and most advanced multi-stakeholder health information exchanges (HIEs), is now an affiliate of Manifest MedEx! Under the affiliation arrangement, SCHIO participants will join the Manifest MedEx network.
SCHIO has deep roots and relationships with the communities they serve and a wealth of experience in integrating public health, social services, and community-based organizations into the data sharing ecosystem.
This significant collaboration will help communities in Santa Cruz, the Bay area, and throughout the state get critical health and social data across both networks to better coordinate whole person care and empower healthier communities.
We look forward to welcoming SCHIO participants and working with the SCHIO team to provide more value to our collective networks!

Manifest MedEx celebrated Governor Gavin Newsom for signing SB 660 on October 3, 2025, a new legislation introduced by Senate Health Committee Chair, Caroline Menjivar, that reinforces accountability and participation in California’s Data Exchange Framework (DxF).
The DxF is a cornerstone of California’s vision for a “Healthy California for All,” ensuring that providers, health plans, and social service organizations can securely exchange health data to improve care, safety, and outcomes for patients. As a Qualified Health Information Organization (QHIO), Manifest MedEx serves as part of California’s digital health safety net, connecting hospitals, clinics, health plans, local health agencies, and community partners to make sure critical health information follows Californians wherever they receive care.
