Can Existing Health Information Exchanges (HIEs) Be
Leveraged to Modernize Public Health Surveillance?
Surveillance and epidemiology are critical public health functions that prevent and control disease in communities, but manual reporting methods, outdated and underfunded public health data systems, multiple non-interoperable disease reporting systems, and hesitation from some hospitals to share relevant data, even during outbreaks, are major limiting factors to ensuring public health systems have the data needed for accurate, timely surveillance and public health action.
In 2023, the California Department of Public Health’s Division of Communicable Disease Control (DCDC) partnered with Manifest MedEx on a pilot project focused on a retrospective analysis of HIE data to explore if health information organizations (HIOs), rich in crucial and current health data, such as demographics, encounters, labs, and test results, could improve public health surveillance data, and as a result, health equity.
Learn more about this pilot and preliminary findings that show HIEs can provide data aggregated from multiple clinical sources to better advance public health surveillance, including by increasing completeness of race/ethnicity data fields and language data fields.

Manifest MedEx welcomes three new senior regional leaders: Eva Williams, PhD, Executive Director of the Southern Inland Region; Dr. Ednann Naz, Executive Director of the Central & Northern Regions; and Erin Henke, Executive Director of the Bay Region.

Manifest MedEx is working with partners on the local, state, and national level to support secure and appropriate data sharing across communities and public health initiatives. As the only nonprofit qualified health information organization (QHIO) in California that can help organizations — regardless of their location, technical capabilities, or resources — participate in both the state Data Exchange Framework (DxF) and the national Trusted Exchange Framework and Common Agreement™ (TEFCA™), MX is working to advance a digital health data safety net in California to support CalAIM and DxF goals by improving efficiency and outcomes and enabling whole-person care.

The division of Behavioral Health aims to deliver coordinated, timely, trauma-informed, and culturally responsive mental health and substance use disorder treatment services that promote wellness, recovery, resiliency, and positive outcomes. Similarly, the division of Public Health aims to promote, protect, and assure conditions for optimal health for their community through disease prevention and management programs, education on healthy living, emergency preparedness, and program implementation. By partnering with MX, both divisions will utilize our products and the data we provide to assess patient and provider services, and support immunization programs, communicable disease programs, children’s services, and maternal programs, respectively.

New Enhancements to MX Notify Coming Soon!
We will be releasing several enhancements in May to MX Notify that will help users streamline the process of managing notifications. The enhancements include:
- Ability to remove notifications from your notification list
- Ability to select multiple notifications and perform an action such as update status, mark as read/unread, or remove from your list
- Ability to select a default filter that will be applied at all times, including every time you log in
- Automatic deletion of notifications after 12 months

Manifest MedEx hosts monthly product trainings to help users get the most out of our MX product suite. Every month, our Product team will walk through key features designed to boost productivity and enhance the user experience with MX Access, MX Notify, and our MX Admin Settings.
